Question for this coming season. With the MLB messing with international signings and them not happening yet this year will we wait for this process to start before do our rookie draft or will the international free agents (Caribbean players) just be left out of this draft?

I can't seem to find this answer but since the last draft there hasn't been really and International Free Agents signed.
