3.11 Jose Salas SS/MIA Miami OTC I thought this was just a rookie draft. Salas is noted as signing his contract in 2019? I am fine if we aren't going with just rookies though.

I thought this was just a rookie draft. Salas is noted as signing his contract in 2019? I am fine if we aren't going with just rookies though. Cincy not going after this player only but as a general I noticed two in this round for sure and a few others I think qualify but the rule does state
"89 - To qualify for the Rookie Draft players must have signed with an MLB organization after the commencement of the previous season's draft and have not exceeded 130 AB / 50 IP /30 Games Pitched" I am just bringing it up for Oakland to look at. If I am wrong in how I understand the rule then great no problem if I am not there are a lot of issues with this entire draft then.

I dont understand the confusion. The rule says: "6. Eligible players: All players who have signed with an MLB team who have not exceeded 130 AB & 50 IP will be eligible for this draft."
All players that have signed with a team.
Its not All players that have signed with a team in 2021/2022.
There's at least a dozen or so players every year that fall into this category on players that have slipped through the cracks and are worthy of being drafted. Its not all that common given we can pick these players up on the fly mid-season, but it happens every year. Last year players like Luis Garcia, Antoine Kelly, Rece Hinds, Mario Feliciano are just a handful of these guys.
its more common that we're all going to be drafting newly eligible guys that were just in the amateur daft or international signees, but that doesnt mean any other minor leaguer is ineligible.

Also SD last year you drafted at least one player, Junior Perez, who does not fit your description.

Not looking to argue this just to bring it up as I was told it had to be rookies either drafted or signed in since the current draft.
