This is an invalid bid. Not enough cap space. The salary saved by dropping Dillion Tate cannot be used to bid in this auction unless he is actually dropped. See the following rule:

38 - the salary of the player you intend to drop does not count towards the available salary you can bid. If you wish to gain extra salary for bidding you can drop a player either before or during the auction to free up cap space. If you fail to win the auction after dropping a player in this way then, as in Rule 61, you would have to sign a different player if you wanted to refill the vacated slot, and not the player you cut to free up salary.
