I realized today I didn't clearly think through the MLB Waivers Date.
According to Rule 59 - If more than one team claims the player from waivers, the team with the weakest record in the league gets preference. In the first month of the season, preference is determined using the previous year's standings. If no one claims the player he will be remain on the team's roster.
Obviously we will have no previous year's standings this year to look upon. I am going to back up the MLB Waiver start date this year to May 1st which would be 4 weeks into the season.

Is everyone not on a roster a free agent until then? Everyone not on a roster is a free agent. Free Agency opens up not long after the Initial Auction is complete. Free Agency has little to do with the MLB Waivers though, I don't want you to be confused with that.

Ah right I'm thinking of standard waivers while in our league the biggest $$$ will get the free agent.
