With this passing will there be a discussion on how it's implemented or will that be a league office decision?

With this passing will there be a discussion on how it's implemented or will that be a league office decision? Weve already decided that. 1) Pass this proposal to expand MiLB rosters from 20 to 25 this offseason. This will begin as soon as the spreadsheet is rolled over to 2019.

Sorry I probably wasn't clear in my question, I know as this was discussed I had spoken with a few owners and we wondered by going from 20 to 25 did this mean we wouldn't need to drop anyone, since we could push our low minors up and have 25 or could we still drop players and move them up bringing us to 20? If we were to do that and then do our draft which fills the low minors, we would still be 5 players short, so would we then just increase the low minors draft this one time for 10 rounds and fill every spot or fill it during the season as we see fit? I know you initially spoke of a low minors increase so that's why I was wondering.

There are many ways to fill that, 1) By promoting low Minors 2) through the draft 3) adding players after the draft There is no increase in the draft or low minors.

Josh reading your response I have a couple of questions myself, but I want to break them down by your 3 choices.Number 1 Let's say we all have 20 we promote our low minors now we have 25, we do our draft our low minors goes back to 5 total 30 minor league players, correct? Number 2 Through the draft, this would be adding those 5 players and not promoting our low minors otherwise it would be the same as option 1 correct? Number 3 after the draft, that would be just signing minor league players, would there be a designated time and that would be first come first served? I know there would be an explanation as it gets closer.

Your low minors has to be cleared before the draft regardless. 3)After the draft is complete, all minor leaguers will be placed on waivers for 24 hours. Teams can claim players and waiver priority will be based off of the inverse order the standings. This is the same process as last year. Nothing has changed except we have 25 man MiLB rosters instead of 20 man rosters. No other rule or process has changed.

Thanks for clearing this up, the through the draft confused me because it seemed like it was different than option one but it's not you promote or release low minors. All good.

This essentially means nobody has to drop any minor league players before the next draft. Now that decision will be pushed til next year, this gives teams more flexibility with their minors and promoting low minors in the off-season.
