The Orioles approve this trade. I get two potential prospects in positions where I need depth at. Fiers isn't really in my plans so I don't mind covering the contract to earn two prospects for him.

I accept. I recently picked up both Hjelle and Arozarena. They are top 200 prospects but nobody elite. Similarly, Fiers is solid and consistent, and I was looking for one more pitcher to help me for my playoff push. Fiers is a QS machine, which should be helpful.
Demote Phillip Ervin to upper minors to open a slot for Fiers.
