1. Approve Rule Changes

-Eliminate cap for low minors slots
-Eliminate post draft low minor adds
-allow players that have played 0 MiLB games to stay on low minors for another year

2. Go back to original rules pre-covid. 5 LM slots.

Needs 15 votes to pass proposal.

All complex league count such as the Florida Complex League, Arizona Complex League, and Dominican Summer League.

Any winter ball leagues do not count
