First of all he is not a league official. Second of "An attempt to speed up the draft" to me means get more picks in quicker. It doesn't mean change the rules. It doesn't mean the clock will change. It means he is suggesting an ATTEMPT to get more picks in a shorter time frame. Again it's just a suggestion. It doesn't look like anything will come from this.
