So the last three years we have been operating under a numerous of COVID rules and all of the covid rules have been in place under that time frame including having 3 NA slots that could be used for regular NA players but was mainly designed for players that were opting out of the COVID season.
Regardless of what COVID does or doesn't look like next season I would like to reduce the NA slots from 3 to 1. I feel like having 1 NA slot will be beneficial to have for players that are going up and down the minors and majors and also paternity leave and such. 3 seemed like overkill and was a way to manipulate having prospects in those slots allowing to add more prospects in your minors. NOBODY manipulated this more than me! LOL.
I'm cool with leaving the Covid IL slots just in case this keeps being a thing....
Additionaly I would like to reinstate rule 102 for next year as this rule was abolished for COVID for more roster flexibility.
102 - If a player is demoted to the MiLB roster that player may not be promoted back to the MLB roster until 10 days has passed. There are 2 exceptions to that rule:
1)If a team, after demoting a player, places someone else on the disabled list before 10 days have elapsed, the team can (with the Commissioner's approval) bring the demoted player back to their MLB roster before that 10-day waiting period expires.
2)If the player is traded during the 10-day period, the team that acquires him may put him on its MLB roster right away.

In summary:
- Reduce NA slots from 3 to 1 - Keep COVID IL in place - Reinstate rule 102
